I made this using a still image and my trusty adobe programs (Photoshop and After Effects). Used photoshop to separate foreground from background and to also create a clean plate for parallax in After Effects. I used After Effects to spread the background and foreground to give it more of a 3D look. The smoke was done using Particular on a sprite particle emitter.
