Investigators have recommended criminal charges against coastguards for the fatal shooting of a Taiwanese fisherman in Philippines.<br /><br />The illegal fisherman was recently shot and killed in the Batanes group of islands.<br /><br />Taiwan called the incident “cold-blooded murder” and rejected apologies from the Philippine government.<br /><br />Local fishermen say poachers from other countries have long been part of their struggles at sea.<br /><br />Al Jazeera's Jamela Alindogan reports.
