Another trade dispute has broken out between the European Union and China.The European Commission has filed a complaint with the World Trade Organisation over a tariff on high-grade steel.Beijing has been accused of ordering tax to be paid on the imported steel because its own foundries cannot compete on price.Al Jazeera's Nick Spicer reports from Berlin.
