U.S. president Obama says in Berlin that he has detemined that the U.S. can maintain a strong deterrent while reducing its deployed nuclear weapons by up to one third, and that he plans to seek negotiations with Russia to end cold war nuclear postures<br/> <br />(SOUNDBITE) (English) U.S. PRESIDENT BARACK OBAMA SAYING:<br/> <br />"After a comprehensie review I have determined that we can assure the security of America and our allies, and maintain a strong and crredible strategic deterrent while reducing our deployed strategic nuclear weapons by up to one third."<br/> <br />He was speaking in front of the Brandenburg Gate which once stood alongside the wall that divided communist East Berlin and the capitalist West.<br/> <br />German Chancellor Angela Merkel attended the event.
