ROUGH CUT (NO REPORTER NARRATION)<br/> <br />STORY: U.S. Secretary of State John Kerry arrived at a Geneva hotel on Thursday (September 12) for highly-anticipated talks with his Russian counterpart in an ongoing diplomatic battle to make headway on the crisis in Syria.<br/> <br />Kerry was set to meet Foreign Minister Sergei Lavrov later in the day to consider how to implement a Russian proposal to place Syria's chemical weapons arsenal under international control, averting a proposed U.S. strike.<br/> <br />Speaking to students in Kazakhstan on Thursday, Lavrov reportedly said that the world still had a chance for peace in Syria which it must not let slip.<br/> <br />Russia's proposal has prompted President Barack Obama to ask Congress to postpone a vote to authorise a military strike.
