Tensions between Israel and Syria had meant the Jewish state was initially reluctant to allow droves of refugees to flow in from the war-ravaged country. Tel Aviv was also keen to avoid the resulting crises that have emerged in Syria's other border countries, such as Turkey and Lebanon.
