ROUGH CUT (NO REPORTER NARRATION)<br/> <br />STORY: U.S. President Barack Obama called on the United Nations General Assembly on Tuesday to come to an agreement on how to handle the use of chemical weapons in Syria.<br/> <br />In his address, Obama accused the government of Syrian President Bashar al-Assad of using chemical weapons in an August 21 attack against civilians.<br/> <br />He said that while the U.S. and Russia had made progress in a deal to take control of Syria's stockpiles, the U.N. Security Council must draft a "strong" resolution that would force Syria to follow through with the deal.<br/> <br />"If we succeed, it will send a powerful message taht the use of chemical weapons has no place and this body means what it says," Obama said.
