ROUGH CUT (NO REPORTER NARRATION)<br/> <br />President Barack Obama is urging Congress to vote swiftly on the Senate's bipartisan deal to end the partial government shutdown and avert default.<br/> <br />The Senate deal would reopen the government through January 15 and increase the debt limit through February 7.<br/> <br />Speaking to reporters on Wednesday, White House spokesman Jay Carney says the U.S. is close to default which is why Congress needs to act fast.<br/> <br />"There are no winners here. We've said that from the beginning and we're going to say it right up to the end because it's true. The American people have paid a price for this."
