As Europe’s leaders gather in Brussels, there is likely to be one subject dominating the EU summit – did the US spy on the German Chancellor Angela Merkel?<br /><br />Amid the handshakes, other European heads of state want to know if America’s National Security Agency monitored their phone calls, too.<br /><br />The formal agenda for the summit focusses on efforts to consolidate Europe’s fragile economic recovery and to create a single market in digital services. British Prime Minister David Cameron will also call on the EU to cut red tape on business.<br /><br />But France’s President Francois Hollande is pressing for the spying issue to be put on the agenda, following reports that millions of French calls have been monitored.
