ROUGH CUT (NO REPORTER NARRATION)<br/> <br />STORY: Soldiers from the Africa Union Mission in Somalia (AMISOM) say they are consolidating security in the capital to enable civilians to go about normal life.<br/> <br />The commander of the Uganda contingent AMISOM troops, Brigadier-General Dick Olum, said on Friday (November 15) they were able to conduct patrols round the clock.<br/> <br />Recently the U.N. Security Council authorised an increase of more than 4,000 peacekeepers in Somalia so the U.N.-backed African force can boost its fight against al Shabaab militants who have shifted tactics and expanded their reach.<br/> <br />The additional 4,400 troops will bring the combined force to about 22,000 troops.<br/> <br />In a letter to the Security Council last month, U.N.
