ROUGH CUT (NO REPORTER NARRATION)<br/> <br />Toronto Mayor Rob Ford danced to Bob Marley's "One Love" on the floor of Toronto City Council chambers on Tuesday.<br/> <br />Ford, in a rare moment of joy in the chambers, was joined in harmony with the city council as the jazz group Jay Douglas and the All-Stars performed Bob Marley's' iconic song.<br/> <br />The city council has struggled to make it through its agenda in recent weeks after Ford admitted to smoking crack cocaine while in office.<br/> <br />Elected in 2010 on a cost-cutting platform, Ford has been able to maintain strong voter support in his suburban base even as scandal around his personal life has escalated.<br/> <br />But while Ford's popular support has held strong, his once rock-solid supporters at City Hall have wavered.
