At least 16 people have been killed, as heavy snow and freezing temperatures struck cities across the eastern United States.<br /><br />The year's first major winter storm brought large-scale disruptions to several cities.<br /><br />Four thousand flights have been delayed or cancelled, and the governors of New York and New Jersey have called a state of emergency to finance the clearing of major highways.<br /><br />Al Jazeera's Caroline Malone reports.
