ROUGH CUT (NO REPORTER NARRATION)<br/> <br />Clouds of black smoke were seen billowing over a blaze after a freight train carrying fuel tanks derailed in Russia's city of Kirov early on Wednesday (February 5), amateur video obtained by Reuters showed.<br/> <br />Twelve tanks caught fire after the train went off the rail and more than 300 firefighters and emergency workers were sent to extinguish the flames, local media reported.<br/> <br />Some 400 people have been evacuated from the area, with no casualties reported.<br/> <br />Kirov is located just west of the Ural mountains, 900 km (550 miles) northeast of Moscow.
