ROUGH CUT (NO REPORTER NARRATION)<br/> <br />STORY: Clouds of black smoke were seen billowing over a blaze after a freight train carrying fuel tanks derailed in Russia's city of Kirov early on Wednesday, amateur video obtained by Reuters showed.<br/> <br />Twelve tanks caught fire after the train went off rail and over 300 firefighters and emergency workers were sent to extinguish the flames, local media reported.<br/> <br />Some 400 people have been evacuated from the area, with no casualties reported, local media also reported.
