The Carribbean island of Jamaica has one of the highest murder rates in the world, blamed largely on the hundreds of gangs that fight for territory.<br /><br />The crime rate, which was on the fall for a while, has surged once again, prompting the government to propose tough new laws to go after them. However, the law is stirring a lot of controversy.<br /><br />Al Jazeera's Rachel Levin reports from Kingston.
