City Councilman Vincent Ignizio and Rep. Michael Grimm say it can take years for surviving spouses of veterans to get their benefits because of a "quirk" in the system, and Ignizio plans to get in touch with the commissioner of the Department of Health to try to immediately change the paperwork at the city level.
