As officials unload box after box of ballots in Afghanistan, reports of fraud have skyrocketed.<br/> <br />At a news conference in Kabul, Afghanistan's Independent Election Complaints Commission broke the news.<br/> <br />(SOUNDBITE) (Dari) SPOKESMAN FOR AFGHANISTAN'S INDEPENDENT ELECTION COMPLAINTS COMMISSION, NADIR MOHSENI, SAYING:<br/> <br />"In total, we have formally registered 3,103 complaints about the election with documents and by telephone.
