Masamitsu Ando, a 41-year-old officer from Sodegaura, Chiba, Japan was caught red-handed cutting a 14-year-old middle school girl's skirt on a commuter train this early morning. Police on patrol found him cutting the victim's skirt in the platform of Chiba Station. <br /><br />While riding the train, Ando sat next to the girl and started eyeing her up and down.
