ROUGH CUT (NO REPORTER NARRATION)<br/> <br />The most decorated swimmer of all time -- Michael Phelps -- is coming out of retirement, and spoke during a press conference in Mesa, Arizona.<br/> <br />After "having fun" during a swimming hiatus, Phelps said he gained 30 pounds but admits "there was something that I missed."<br/> <br />"Being able to be back in the pool... it's incredible," Phelps said.<br/> <br />The American, who has not competed since the 2012 London Games, will headline an April 24-26 meet in Mesa, Arizona, with fellow Olympians Ryan Lochte and Katie Ledecky.<br/> <br />"I'm signing - not that I know of - any contracts. I'm doing this because I want to. Nobody's forcing me to do this or that.
