Tensions are rising in Slaviansk, Ukraine, where international observers remained detained by pro-Russian separatists.<br/> <br />The observers are part of a monitoring mission under the Organization for Security and Cooperation in Europe, or simply OSCE.<br/> <br />To the separatists, the eight OSCE members are not observers.<br/> <br />(SOUNDBITE) (Russian) YEVGENY GORBIK, SEPARATISTS' REPRESENTATIVE, SAYING:<br/> <br />"No. They are not observers, they are spies.
