Moscow and Beijing have turned down a UN Security Council resolution that would have referred crimes committed in Syria to the International Criminal Court. <br /><br /> <br /><br />The resolution had been backed by more than 60 countries and the rest of the security council. <br /><br /> <br /><br />It's the fourth time both countries have used their veto in relation to Syria. <br /><br /> <br /><br />Al Jazeera's James Bays reports from the United Nations in New York.
