At least sixteen Afghan civilians are wounded Monday after an IED placed inside a handcart, exploded in the northern province of Mazar-I-Sharif.<br/> <br />The blast took place in front of a trade center.<br/> <br />No one is immediately claiming responsibility for the attack.<br/> <br />Women and children are among the wounded.<br/> <br />The incident comes just days after millions of Afghans voted to elect a successor to President Hamid Karzai in a decisive test of the country's ambitions to transfer power democratically for the first time in its tumultuous history.
