ROUGH CUT (NO REPORTER NARRATION)<br/> <br />U.S. President Barack Obama says he will send 300 additional military personnel to advise Iraq's security forces as they try to beat back an insurgency by Sunni militants.<br/> <br />He also announced that the U.S. has taken steps to improve its intelligence picture of the Sunni group ISIL, which is short for the Islamic State of Iraq and the Levant.<br/> <br />The President, who was responsible for the drawdown of U.S. forces in Iraq, stressed that military personnel will not operate in a combat capacity.<br/> <br />The forces will likely be positioned at key military brigades throughout the country.<br/> <br />President Obama also stressed that Iraq's stability hinges on inclusive government that serves the country's Shia, Sunni and Kurd population.
