More than 100 people are believed to be trapped under rubble after a 12-storey building collapsed in Chennai, southern India.<br /><br />The building, under construction, toppled in heavy rain.<br /><br />Nine people were killed initially and authorities say 132 labourers remain under the debris.<br /><br />Search and rescue teams have plucked 26 people from the rubble.<br /><br />The emergency services say they must clear away tonnes of concrete before searching further.<br /><br />Access to the construction site is also hampering the work.<br /><br />Police have launched an investIgation.<br /><br />Yesterday in Delhi 10 people died when a four-storey building collapsed.<br /><br />Poor construction procedures, corruption and little care for health and safety are cited as the reasons why so many structures collapse across India.
