Hong Kong pro-democracy advocates are preparing a long civil disobedience campaign after China broke its promise to implement universal suffrage in the city.<br /><br />Hong Kong is governed by its constitution, the Basic Law. The Basic Law was agreed to by mainland China and Hong Kong officials in 1990.<br /><br />The document promises an orderly transition to democracy, with both its chief executive and legislature returned by universal suffrage.<br /><br />Beijing has said the Hong Kong people can elect its chief executive for the first time in 2017. But a pro-Beijing committee of 1,200 loyalists will select the candidates.
