ROUGH CUT (NO REPORTER NARRATION)<br/> <br />STORY: U.S. President Barack Obama was among a swathe of world leaders who arrived at Cardiff Castle on Thursday for a working dinner which closed the first day of the NATO summit in Wales.<br/> <br />President Obama and his 27 allies are meeting at a golf resort near Cardiff, the principality's capital.<br/> <br />Top of the agenda are issues such as Ukraine, how to tackle Islamic State straddling parts of Iraq and Syria, which has emerged as a new threat on the alliance's southern flank, and how to stabilize Afghanistan when NATO forces leave at year's end.<br/> <br />All of NATO's 28 member countries are represented at the summit, with 4,000 delegates attending amid a huge security operation.
