ROUGH CUT (NO REPORTER NARRATION)<br/> <br />STORY: Gaza streets and vehicles were submerged in rain water on Thursday (November 27) as the region was hit by flooding triggered by heavy rains.<br/> <br />In one area of Gaza City, residents waded through knee-deep water with a bursting sewage system.<br/> <br />In another neighborhood workers and engineers of Gaza's municipal council were working to create a new pool where water could be directed.<br/> <br />Gaza, a small coastal enclave with a 1.8 million population, lacks basic civil infrastructure.<br/> <br />An estimated 20,000 homes were destroyed or damaged in the Israeli offensive earlier in the year, and major pieces of infrastructure, from roads to sewage treatment plants, were seriously damaged.
