The United Nations says it is planning a military offensive against FDLR rebels in the Democratic Republic of Congo.<br /><br />The FDLR fighters were given until January 2 to surrender or face military action.<br /><br />Al Jazeera's Malcom Webb reports from a UN camp, where some rebels have laid down their weapons, but others remain at large.
