U.S. President James Monroe declared the Monroe Doctrine in his State of the Union Address of 1823. For almost two centuries the Monroe Doctrine was a central guideline of American foreign policies. In November 2013 U.S. Secretary of State John Kerry declared the Monroe Doctrine dead.
