Texas school worker who tossed puppies over Humane Society’s fence is arrested, suspended

A heartless Texas school worker caught callously tossing a litter of puppies over a fence in shocking surveillance video has been arrested and placed on administrative leave. <br /> <br />Paul Smith, 61, plucks five newborn puppies out of a cardboard box Saturday by their necks and flings them one-by-one over a Human Society's 6-foot chain-link fence, the disturbing footage shows. <br /> <br />The dumping of the puppies -- all 3-weeks-old -- horrified Harrison County Humane Society Director Kay Hill, who posted the video on Facebook on Monday, vowing to hunt down the Marshall Independent School District worker responsible for the cold-blooded act. <br /> <br />"I'm going to get you. I'm going to find out who did it. Because it's just not acceptable to do that to a baby puppy," Hill told ABC 7 before Smith turned himself into investigators Monday. <br /> <br />Social media users quickly identified the Marshall maintenance worker and alerted authorities. <br /> <br />Smith, who could not be immediately reached, has been suspended and charged with animal cruelty, police and school officials said. He was in custody Tuesday at Harrison County Jail. <br /> <br />"It appears the man was trying to do the right thing, of getting the animals to the proper place to take care of them," Capt. John Best told KSLA 12. "But the manner he went about it was wrong." <br /> <br />The puppies were unharmed, and will be up for adoption next month, according to reports. <br /> <br />"This is another example of how citizen's and police can work together to make Marshall a better place to live," Marshall Police Chief Jesus Campa said in a statement. "Marshall Police Department, along with the Marshall Animal Shelter, feels strongly that any animal should be treated humanely."
