If you're already on high ground in Manila, stay put. <br /><br />A radio dzMM report said Manila City Hall is "like an island" surrounded by high floods while Intramuros, including the Coast Guard office at the port area, is also submerged. <br /><br />Heavy floods were also reported in Roxas Boulevard as well as Magallanes flyover.
