MANILA, Philippines -- Former Police Supt. Cezar Mancao believes the government's assurance that he will be given protection once he surrenders himself is mere lip service.<br /><br />Mancao said he is determined not to return to the fold of the law.<br /><br />"Lip service lang ho eh.
