<p>Four years after the fall of Gaddafi, Libya is deeply divided with two governments and two armies. The Islamist militia Fajr Libya (Libya Dawn) controls the capital Tripoli. Meanwhile, the government in Tobruk, 1,000 kilometres to the east, is the sole legitimate authority in the eyes of the international community. In its quest for acceptance, Fajr Libya points to its role in fighting the Islamic State group and wants to become a key partner in handling the flow of migrants to Europe. </p><br />Despite UN-brokered peace talks between rival governments, unity so far remains elusive.
