A local councillor in flood-hit Shepperton, Surrey was caught on camera on Thursday appearing to suggest that people who choose to live close to the river must accept flooding.<br /><br />Local resident Jason McCarthy was walking in Shepperton Recreation Ground when he spotted Conservative Councillor Robert Watts and asked him what he was doing to help the flood-affected residents of Shepperton..<br /><br />"If people want to live by the river, that's up to them," Watts responds.<br /><br />Not satisfied with the answer McCarthy continues to probe but Watts walks away.
