Federal Territories Minister Tengku Adnan Tengku Mansor says harsh action against beggars and alms givers is necessary to discipline the rakyat, who he says are not very caring.<br /><br />The minister has issued directives to clear the city of beggars and homeless people, and slap alms givers with a RM150 fine. Soup kitchens have also been barred from operating within a 2km radius from Lot10.
