Answering a question on why a Google search of "Why is Malaysia so" auto-completes as "Why is Malaysia so stupid" during a forum organised by IDEAS on 8 February 2014 Paul Low says not everything a minister says is government policy, sometimes they're just thinking aloud.<br /><br />However he says the government needs to improve on how it communicates on issues, efforts that he says are already underway.
