Historian Farish Noor says if the Sultanate of Sulu's claim to Sabah is based on history, Brunei technically has a greater claim to the state. <br /><br />Dr Farish also says while reports of Malaysia paying the Sulu Sultanate "rent" may be true, the money would be purely tokenstic and wouldn't give Sulu legal claims to Sabah.
