The United Nations says Europe must offer guaranteed relocation for Syrian refugees. <br /><br /> The UN refugee agency (UNHCR) says around one million migrants should reach Europe by the end of 2016.<br /><br /> Some 30,000 refugees and migrants are on Greek islands now..including 20,000 on Lesbos. <br /><br /> Record numbers are crossing from Greece into the Former Yugoslav Republic of Macedonia from where many people board trains heading for Serbia.<br /><br /> The UNHCR said that reception centres must be set up in countries including Greece and Hungary to deal with the influx of people. <br /><br /> Hundreds of people wait in this reception area under the watchful eye of Hungarian police. It’s become a bottleneck for migrants and refugees who have travelled from Greece through the former Yugoslav Republic of Macedonia and Serbia before reaching Hungary. <br /><br /> Hungary has refused offers of help from the United Nations refugee agency. <br /><br /> Its holding area is an ill-equipped open corn-field where newcomers, will sleep before taken to a
