The agreement announced in the Colombian peace talks in Havana is a major step forward toward ending the civil war and resolves one of the most difficult issues in the negotiations. It provides a model of justice for the transition from armed conflict to peace and reconciliation and mechanisms to determine who perpetrated crimes and how they should be sanctioned as well as to compensate victims.
