Filing early Green Card Applications - State Department is starting a new system October 2015 Visa Bulletin. <br /> <br />The U.S. Department of State is starting a newly revised system of dual cutoff dates starting October 2015 Visa Bulletin. The visa bulletin contains a new, separate cutoff date chart for filing the application for Form I-485 Adjustment.
