The Wall Street Journal reported that Egypt's internal security agency has been questioning workers at Sharm el-Sheikh airport, a sign it believes insiders might have played a role in the crash.
The British intelligence assessment that the crash was caused by a bomb was based on chatter - intercepted communications - between militants in the Sinai Peninsula.
One United States official said that within the last two years, the US Transportation Security Administration had assessed security at foreign airports, and that Sharm el Sheikh had a reputation inside the U.S. government for poor security.
If it turned out the Islamic State group, which has militant allies in the Sinai, had in fact brought the plane down as it claimed, they would reconsider coming back.
But the Russian flight ban is the biggest blow to the Egyptian economy, which relies heavily on large numbers of Russian tourists during the winter months.
All 224 people onboard, a lot of them Russian tourists, were killed.
