Investimet publike janë mes sektorëve qe mund te preken me shume. Nga ana tjetër, ekspertët financiarë mendojnë se qeveria nuk ka shumë alternativa në këtë rishikim. Sipas Adriana Berberit, financat duhet të zgjedhin mes skenarit i cili do të jetë më konservator me shkurtimin dhe do të rrisë borxhin publik, ose të reduktojë buxhetin me 20 miliard lekë, gjë e cila automatikisht do të prekë edhe zëra të ndjeshëm siç janë arsimi dhe shëndetësia.
