Forumi Civil ka dalë kundër ndërhyrjes në kushtetute për çeshtjen e imunitetit, kur sipas përfaqësuesve të saj, amendimet janë bërë pa u ndërmarre më parë një diskutim i gjerë me publikun dhe pa i dhënë mundësi konstitucionalisteve, juristeve dhe grupeve të interesit të shprehin mendimin e tyre për përmbajtjen. Duke iu referuar ndryshimeve të vitit 2008, ish-presidenti Alfred Moisiu tha se një nxitim i dyte është i dëmshëm. Në këtë pikë ai shtoi se nëse do të behet ndërhyrje, të behet dhe për zgjedhjen e presidentit nga populli.
