<p>South Africa is taking a hard line at the COP21. It's pushing for richer countries to foot the bill for the damage suffered by poorer countries as a result of global warming. A bold stance, particularly as the country is itself a high carbon emitter, the 13th largest greenhouse gas emitter worldwide.
