President Obama has given an emotional speech about tightening controls on gun purchases in the US. <br />He said he was using his presidential powers because Congress had failed to act. <br />The plans include wider background checks on buyers of firearms, in a series of measures to attempt to address gun violence. <br />At one point, the president appeared overwhelmed, as he listed some of the mass shootings that had taken place in America.
