The Afghan Taliban are placing preconditions for joining the peace talks. Some of these are only Confidence Building Measures and may be acceded to. <br />Ashraf Ghanis' recognition of the Taliban as a political group rather than militants is a promising step. <br />The Afghan Government also needs to drop its preconditions for talks. <br />Participants: <br />Brig.
