Two white police officers who shot a black man in the US state of Minnesota won't face civil rights charges.<br /><br />Federal prosecutors say there isn't enough evidence to prove the policemen willfully killed Jamar Clark.<br /><br />Al Jazeera’s John Hendren reports.
