A Justice Department investigation has concluded that Baltimore police consistently arrest the city's black residents without provocation.<br />The report is a culmination of a yearlong investigation into one of the country's largest police forces.<br />"These violations have deeply eroded the relationship between the police and community it serves," said the head of the Justice Department's civil rights division Vanita Gupta.<br />The report found inadequacies in the department's training, policies and supervision.<br />Mayor Stephanie Rawlings-Blake said the report's findings are crucial towards reforming the BPD.<br />The report was originally commissioned at the advice of Blake after last year's unrest following the death of Freddie Gray in police custody.
