Rio shrugs off concerns to kick off Paralympic Games

The 2016 Paralympic Games are formally underway following the opening ceremony at the Maracana stadium in Rio de Janeiro. There were concerns over finances and ticket sales in the lead-up to the event, but the Games were welcomed with open arms.
