NORTH CHICAGO — A man shown on surveillance video while in custody of the North Chicago police department is joining 18 others and coming forward alleging he was a victim of police brutality. <br />In July 2010, Paul Smith was on the receiving end of an apparent beating in a police interview room and it was captured by one of the North Chicago department's own cameras. <br />And yet, Smith, who was charged with public intoxication and resisting arrest, was afraid to come forward. Instead, he left the county. <br />But then, he says he heard about other cases of alleged brutality. <br />"They need to stop it. They can't just go around beating people up," said Smith. <br />The city has no comment on the allegations. The complaints of police brutality are still the subject of a state police investigation. <br />Retired Chicago Police Assistant Supt James Jackson was introduced Monday night. Jackson will be sworn in as interim chief at a later date. The last resigned after just six days on the job - 6 February 2012.
